Section 8 Contract Administration

What the Program Does:
Since January 1, 2002, the Asset Management Division has served the state of Kansas as the U.S. Department of Housing and Urban Development (HUD) Contract Administrator for project-based Section 8 housing.  As the Contract Administrator, the Division’s purpose is to ensure decent, safe, and sanitary housing on the multifamily properties participating in HUD’s Housing Assistance Payments (HAP) program. 

Who the Program Helps:
The Contract Administrator program assists owners and management agents of over 200 rental properties and over 11,000 eligible low-income households residing in Project-Based Section 8 rental units in the state of Kansas. 

How It Works:
In order to ensure decent, safe, and sanitary housing on the multifamily properties participating in HUD’s HAP program, The Asset Management Division performs the following functions:

  • Annual Management and Occupancy Reviews (MORs) which includes review of resident file, and owner/agent policies and procedures
  • Intake and Resolution of Health & Safety Issues and Resident Concerns,
  • Follow up on results of physical inspections previously completed by the Real Estate Assessment Center (REAC),
  • Provide training and answer questions for owners/agents and residents on State and Federal regulations
  • Process rent adjustment
  • Renew expiring HAP contract
  • Pay owner monthly Housing Assistance Payments  
  • Mediate resident and owners/agents conflicts (e.g, maintenance request, program requirements, rent calculations, etc.)
  • Help locate Section 8 Housing in the residents community
  • Provide resource information to help resolve legal issues

Key Statistics for Fiscal Year 2008:  July 1, 2007 – June 30, 2008
Assisted over 249 properties in the State of Kansas which directly affected the lives of over 11,000 families. Conducted three trainings for owners, management agents and managers over HUD Handbook 4350.3 Rev-1 Change 2.
